The terminal server has exceeded the maximum number of allowed connections

Hello, i have  Server1 (Windows 2003)  that is member server  of the domain.

I configure by GPO in Server1 , that use Server2 (Windows 2003 with TS licencing role)  as terminal services server.

But when more than two users try access by remote desktop to server1  they receive the following error

" The terminal server has exceeded the maximum number of allowed connections. "

In the GPO of Server1 i configure these parameters

"Allow users to connect remotely using terminal services" (enabled)

"Use the specified terminal server licencing server" ( i write the IP of the Server2)

"Set the terminal services licencing mode" i choose "Per User"

Any idea that is wrong?
