Number of connections to this computer are limited

I have a client that recently has upgraded their DC to Windows Server 2019 earlier this year. It is also used for Remote Desktop access for a handful of staff members. They have 10 user CALS for RDP access. Roughly 25 people have the ability to use the Remote Desktop, it's understood they are limited to have 10 concurrent users. Some will just X out of the session and others will properly sign out.

Every so often users get a message that states the following.

The number of connections to this computer is limited and all connections are in use right now. Try connecting later or contact your system administrator.

I've tried changing the licensing server to license via phone instead of online as that was one of the options to try but still did not help. I've been told that the licensing model may have changed on 2019 and that you literally must have a license for every individual requiring access to Remote Desktop.

My workaround is that I generally have to restart the server or Remote Desktop services to allow those individuals blocked back in. It seems to be triggered when an individual "X"s out of the session instead of properly signing out there session.

Their old Server 2008 R2 server didn't ever have this issue, so that is why I'm believing it to me a licensing issue.
