How limit user to run only one application using environment tab in user properties?

I got Windows Server 2016 Std 1607 with RDP role and without ADDS.
I need run only one application by using Environment tab in properties of windows user from MMC Computer Management.

But when I put notepad for example system just ignore this and run full RDP.
In my case i wont use RemoteAPP, i need exactly this instrument with Environment.

I try this but its not works support.microsoft.com/en-us/help/3200967/changes-to-remote-connection-manager-in-windows-server:
