Terminal Server no longer accepts new users, neither local or domain

Our terminal server is using Windows 2008 R2 and has been online for several years. We have a by per user CAL type license and we have 100 licenses. When we run a report it states that we have 53 licenses available. When we create a new user in active directory, that user can log into the domain from their computer and the group policies for them are in affect. When they try to log into the terminal server the get the message " The user profile service service failed the logon. User profile cannot be loaded." All of the users that have been in the system can still log in but no new users created can log in.  

We have searched for answers for the last few days and nothing is working. Since the last "good" account was created we did several things that might have affected our system.

1. We changed the domain administrative password.

2. We made a change to our group policy. 

I ran Wireshark while trying to log in with this new account and I get a [Malformed Packet: COTP]. We replaced the default profile. We appreciate any input.
